Gateway Development Commission Procurement Notice for Hudson River Tunnel RFQ
The Gateway Development Commission is soliciting responses to Request for Qualifications (RFQ) No. GDC-25-010-HTP for Hudson River Tunnel. The response date is December 6, 2024, subject to addenda.
The Gateway Program is a multi-billion dollar set of passenger railroad projects on the Northeast Corridor between Newark Penn Station in Newark, New Jersey and Pennsylvania Station in New York, New York. The Program is urgently needed to address travel time reliability and asset condition concerns.
RFQ No. GDC-25-010-HTP is for the construction and other related work of the Hudson River Tunnel portion of the Hudson Tunnel Project (HTP). At this time, GDC is conducting a two-step, Best Value procurement process (RFQ followed by a Request for Proposal of the qualified firms) with the goal of selecting a Contractor to perform the work in 2026. This solicitation is part one of the two-step procurement process.
