Webuild Awarded PTUS Contract for Toronto’s Ontario Line

Webuild strengthens its presence in Canada with the signing of a $4.32 billion (CAD) contract for the delivery of the Pape Tunnel and Underground Stations (PTUS) package of Toronto’s Ontario Line. Following the completion of the development and advanced design phase awarded in 2024, the PTUS package moves into the execution stage, with work set to begin on an underground section that will connect some of the city’s key transport hubs and help reduce travel times across the metropolitan area. Webuild – with a 50-percent stake – leads a joint-venture with FCC, which was awarded the contract by Metrolinx and Infrastructure Ontario.

The PTUS package represents one of the most technically challenging sections of the entire Ontario Line project. Webuild has already been awarded the RSSOM contract for the supply of trains and technological systems for the new subway line.

The PTUS package includes the excavation of two twin tunnels, each approximately 3 km long, two underground stations, and a connection to the Toronto Transit Commission’s Line 2 subway, a key element in integrating the future line with the existing network.

Delivering the PTUS package will require major excavation and construction activities in one of Canada’s most complex urban environments, characterized by existing infrastructure networks, underground utilities and traffic both above and below ground. This context demands the highest standards of design and construction coordination to ensure the city can operate smoothly throughout all phases of the works.
With 15.6 km of track, 15 stations and more than 40 connections to the existing transit network, the Ontario Line is one of the most significant public transportation investments underway in Canada. Once completed, it will transform mobility across Toronto, reducing journeys to less than 30 minutes from end-to-end.

The PTUS package is being delivered under a Progressive Design-Build (PDB) model, a contractual approach that establishes structured collaboration among the client, designers and contractors from the earliest stages. This model enables more effective management of highly complex projects by progressively refining design solutions, costs and construction methodologies, providing greater certainty during project delivery.

The signing of the PTUS contract further confirms the strategic importance of the Canadian market in the Group’s international development. The Group is already involved in some of the country’s most significant sustainable mobility investments. Alongside the PTUS and RSSOM contracts, Webuild is also building the Hazel McCallion Line, an approximately 18-km light rail transit line between the cities of Mississauga and Brampton near Toronto.
